Filing Complaints
When there is localized corruption as in Matthew's case, filing complaints to a larger authority that oversees a county or a state is a great way to get the attention of judicial oversight bodies. Cheaters hate publicity and operate under darkness or depend on ignorance. Filing a complaint make things official for the larger body of law so they can not say, "We did not know.", and it puts many more eyes on the situation.

Judicial Complaints:

Anyone is allowed to file a judicial complaint when they see or hear of judges breaking law. This again puts eyes on local corruption which is never desired by cheaters. Nothing may happen to them immediately but it goes onto their permanent record and when it is time for them to be considered for a higher position, it can affect that consideration. To file one against Matthew's Judge fill this out and send it to the listed address.

POST Complaints
Using POST complaints for abusive police that ignore the truth and constitution is a great way to bring more eyes on this situation. Police are bounded by a licensing authority often called POST in most states. When they get a complaint filed, a POST investigation commences., new outside eyes are upon the officer, and it may even affect his future promotions. Once he gets a complaint from you, he will be less likely to bend to corruption. Also note that the mayor is boss of all the police of the county, so that is one more angle of pressure.

Also, County Council members can bring further unwanted attention upon them. It is highly likely your council members are completely ignorant of what happens in the judicial departments housed in their counties. Remember, law cheaters want to work in the dark behind the scenes.
